Opportunity Information: Apply for CDC RFA DD18 1801
The Centers for Disease Control and Prevention (CDC), through the Department of Health and Human Services and its National Center on Birth Defects and Developmental Disabilities (NCBDDD), offered a cooperative agreement funding opportunity titled "Promoting Resources for Fetal Alcohol Spectrum Disorders Awareness and Prevention" (Funding Opportunity Number: CDC RFA DD18 1801; CFDA: 93.073). The purpose of this grant was to support a single national organization in leading coordinated, public-facing efforts to increase awareness of the risks of prenatal alcohol exposure, strengthen public and professional understanding of fetal alcohol spectrum disorders (FASDs), and promote both prevention and improved care and support for individuals with FASDs and their families. Because the award mechanism is a cooperative agreement, the project was intended to be carried out with substantial involvement from CDC, typically meaning ongoing collaboration, technical assistance, and alignment with federal public health priorities.
The opportunity anticipated one award with a maximum funding level (award ceiling) of $400,000. Eligibility was broadly open (unrestricted), meaning a wide range of entity types could apply, subject to any additional eligibility conditions described in the full notice. The original application closing date was May 16, 2018, with electronic submissions due by 5:00 p.m. Eastern Time on the deadline date.
The funded organization was expected to implement five core activity areas that, together, create a national infrastructure for reliable information, practical resources, and stronger local networks around FASD prevention and supports. First, the awardee would maintain a national resource directory, essentially serving as a centralized, up-to-date map of services and supports that people can use to find relevant FASD-related resources in their area. Second, the organization would develop and disseminate information and resources tailored to multiple audiences, which can include the general public, people who may be pregnant or planning a pregnancy, families and caregivers, health care providers, educators, and community organizations. This component emphasizes accuracy, clarity, and wide distribution so that prevention messages and support information are easy to find and easy to use.
Third, the project would build capacity for state and local affiliates focused on FASD-related work. This means strengthening on-the-ground organizations and networks that provide or connect people to prevention services, screening or identification pathways, referral supports, and ongoing care, support, and family services. Capacity-building can include training, tools, technical assistance, structured peer-learning opportunities, and strategies to improve coordination with health systems and community partners. Fourth, the awardee would conduct media outreach and media training, aiming to expand the reach of prevention and awareness messages through news, digital media, and other communication channels, while also preparing spokespeople and partners to communicate clearly and responsibly about prenatal alcohol exposure and FASDs.
Fifth, the organization would support a speakers bureau to enhance awareness and prevention efforts. A key feature highlighted in the notice is the use of presenters with lived experience, which can include individuals affected by FASDs and/or families and caregivers. The intent is to strengthen public understanding, reduce misinformation and stigma, and deliver prevention messages in a way that feels credible, personal, and memorable.
The short-term outcomes expected by the end of the project period were practical and access-oriented. CDC sought measurable improvements in nationwide access to local and state-based resources, so people across the country could more easily find relevant supports where they live. The project was also designed to increase access to accurate information not only about preventing FASDs, but also about identification, support, and care for individuals with FASDs and their families. Another expected outcome was stronger linkages between "healthcare champions" and local affiliates, reflecting a goal of tighter collaboration between clinical leaders and community-based networks so that awareness, referral, and support pathways work better in real life. Finally, CDC expected increased awareness of the risks of prenatal alcohol use, supported in part through speakers and presenters who bring lived experience into outreach and education efforts.Apply for CDC RFA DD18 1801
