The NOFO invites applicants to address one or both of two main objectives. The first objective focuses on anti-corruption and accountability capacity: strengthening the knowledge and skills of CSOs and civil servants to develop or improve policies and procedures that reduce corruption and impunity, strengthen accountability, and advance transparency. This can include efforts that build the ability of civil servants to implement better internal systems, as well as efforts that enable civil society actors to advocate effectively for legislative or legal reforms, push for greater openness, and promote changes that reduce impunity. The second objective concentrates on improving partnerships between civil society and government to strengthen service delivery and accountability, with an emphasis on practical collaboration that improves governance systems and produces visible benefits in communities, particularly those that are vulnerable or marginalized.

Several key restrictions and eligibility points are also highlighted. Grant funds under this opportunity cannot be used for law enforcement purposes or to train law enforcement personnel. Eligibility includes U.S. nonprofit or nongovernmental organizations (including those with 501(c)(3) status), overseas-based NGOs, institutions of higher education, and public international organizations. Belizean NGOs are strongly encouraged to apply, reflecting the Embassy's interest in supporting locally grounded organizations that understand the governance context and community needs.
