Opportunity Information: Apply for PAR AFCP25
The U.S. Embassy in Suriname is inviting organizations to submit short concept notes for the 2025 Ambassadors Fund for Cultural Preservation (AFCP). AFCP is a U.S. Department of State cultural heritage grant program designed to safeguard significant cultural resources around the world, including historic buildings, archaeological sites, museum and archival collections, and living traditional cultural expressions such as indigenous languages, craftsmanship, and other forms of intangible heritage. Funding is subject to availability, but the program anticipates making awards in the range of USD 25,000 to USD 500,000, and the opportunity lists an expected number of awards of about three.
Eligibility is limited to organizations rather than individuals. Potential applicants include institutions of higher education, non-governmental organizations (NGOs), public international organizations, and governmental institutions, including U.S. universities and U.S. nonprofit organizations that qualify under IRS 501(c)(3). AFCP will not fund individuals, commercial entities, or previous AFCP award recipients who did not complete prior project objectives or reporting requirements. A key administrative requirement is that the applying organization must be registered and active in the U.S. System for Award Management (SAM.gov) to receive federal assistance. This includes obtaining a Unique Entity Identifier (UEI). Because SAM registration can take weeks or even months, especially for non-U.S. organizations, applicants are encouraged to start that process early. Registration is free at https://sam.gov/.
AFCP supports hands-on preservation work and related technical activities that directly protect cultural heritage. The announcement highlights eligible activity types such as anastylosis (reassembling a site using original components), conservation treatments, consolidation of unstable elements, documentation (recording condition and key features in analog or digital form), inventories, preventive conservation, restoration, and stabilization. The program can also support projects involving sites or objects with a religious connection, but only when the proposed work is justified strictly on cultural heritage grounds (architectural, artistic, historical, or similar significance) rather than for religious purposes, consistent with U.S. legal restrictions.
The opportunity also spells out a long list of activities AFCP will not fund. Ineligible requests include preservation or purchase of privately or commercially owned property, natural heritage projects without a cultural-heritage dimension, preservation of human remains, preservation of news media, preservation of commonly available published materials, development of mandated classroom curricula, archaeological excavations or exploratory surveys done primarily for research, stand-alone historical research (unless integral to a larger preservation effort), acquisition or creation of new museum exhibits or collections, new construction or building additions, commissions of new art or architecture for commemoration or economic development, modern adaptations of traditional performances, conjectural reconstructions of things that no longer exist, most relocations of sites (except under imminent threat), removal of cultural objects from the country, digitization that is not tightly tied to conservation/documentation/preservation needs, stand-alone conservation plans or studies (unless part of a larger implementation project), cash reserves/endowments/revolving funds, fundraising costs, contingency or miscellaneous costs, most pre-award costs unless specifically allowable and approved, and international travel outside the project country unless clearly justified as essential. Projects must fall within the cost band of USD 25,000 to USD 500,000; proposals below or above those limits are not eligible. The program also excludes independent U.S.-run projects overseas that are not rooted in eligible local preservation needs and partnerships.
The application process is intentionally streamlined at the start and happens in stages. For the first round, applicants submit a concept note by email to Paramaribo-grants@state.gov no later than 11:59 p.m. (midnight) on December 15, 2024. The concept note is capped at two pages and must include basic project details (implementer information, SAM status, a working project title, proposed duration between 12 and 60 months, location, and a cost estimate showing the amount requested from AFCP in U.S. dollars). It must also include a project summary of up to 3,000 characters describing the activities, expected deliverables/outputs, and intended results/outcomes. In addition, applicants must provide five high-quality digital images (JPEG or PNG) or audiovisual files that clearly show what is being preserved, its current condition, and why the need is urgent (for example, visible structural failure or water damage). Organizations whose concept notes are advanced for further review by experts in Washington, D.C. will be invited to submit a full application by March 17, 2025.
The notice includes standard federal disclaimers: submitting a concept note does not guarantee funding, and the program may adjust, reduce, or expand scopes and budgets depending on program needs and available funds.
